This is most likely a network interruption problem with your internet security firewall (i.e. data packets loss at the gateway). To sort out, try reset your windows firewall ([You must login to view link]) and also perform a clean reinstall for your anti-virus suite and make sure to keep the database version up-to-date.
If still your issue remains same then please wait for a sometime and it should resolve by itself or you can also try contact your ISP (internet service provider).

Alternate suggestion you may test yourself: If do you have any other network connection source (i.e mobile data, Wi-Fi ect.,) try connect using them and find out.
P.S. Open Voobly Settings > NAT-Traversal: change the port from 16000 to 27000 and apply and restart and check (but again still this is not gonna help in your case but though worth a try).
